Perhaps the Elders are twisting their words to make it sound like they're agreeing with Kala when in reality their methods of "evolving" the Lanterns goes in a different direction than what Kala was expecting. By giving exemplary power to a new higher ring, they can reach levels of enforcement that even the Green Lanterns aren't capable of.and this is likely a huge twist that could be coming later down the road. Maybe it's because the Green Lanterns themselves were failing them and weren't able to carry out what they needed to be done. It raises the question of why they're willing to evolve now. While the Guardians of Oa may try to appeal to Kala's concerns by saying that the Lanterns must evolve by describing the Gold Lantern as its " purest form," this has some negative connotations, especially when Kala himself has criticized them for being authoritarian. With that much power, a Gold Lantern could be an even bigger enforcer than the Green Lanterns ever could be, packing with them a lot of negative aspects that could make them a force to be reckoned with. It actually indicates that the position of Gold Lantern is the worst because they're the ones with a ring that rises above the Green Lanterns.
